Submitting a startup somewhere usually means filling in a long form and then waiting to find out whether a stranger liked it. Here there is no stranger. The submission is checked by a script that looks for a reciprocal badge on your own site, and when it finds one the listing publishes itself.
That is the whole gate. What happens next is decided by people voting, not by anyone approving.

The first automatic check runs about an hour after you submit, and you can trigger a manual re-check yourself the moment the badge is live. When it passes, the listing publishes with a dofollow link and its launch clock starts from that moment — not from when you filled the form.

There are a few hundred sites that will take a startup submission, and the honest split is roughly: a handful with real audiences, a larger group that gives you a page worth having, and a long tail that exists to sell you the listing. Telling them apart takes about two minutes per site, and almost nobody does it.
The two-minute test: open an existing listing on the site, view source, and read the rel attribute on their outbound link. If it says nofollow, the link is worth nothing to you and the page is only worth the traffic. Then check whether that listing page is in Google at all.
